REQUEST FOR PROPOSAL (RFP) RENOVATION OF COUNTY BUILDINGS The Newton County Commission (the County) is soliciting proposals (RFP) for a capital lease agreement in an amount not to exceed one and a half million dollars ($1,500,000.00) for renovation of County Buildings, subject to bank’s due diligence and formal credit approval. Financial institutions interested in furnishing a response to this RFP are to provide two (2) copies of their response no later than 10:00 am on January 15, 2015. Interested parties are being asked to supply Newton County with the following information regarding the proposed lease terms. The County understands that any proposals constitute an interest in entering into a financing agreement but will be subject to due diligence and a formal credit approval by the financing agency. Responding to this RFP does not create a contractual relationship between the parties. Costs associated with the RFP are the sole liability of the respondent. By submitting a proposal, the party represents that it possesses the technical capabilities, financial resources, and personnel necessary to provide the services requested in this RFP. 1. Rate of interest – fixed. 2. Detail of all fees associated with the lease through payoff. 3. No penalty for early prepayment. 4. Annual payments are required. 5. Draw capability during construction phase; include details of interest calculation. 6. Include amortization for leases using 10, 15 and 20 year terms. 7. List all requirements necessary for the County to be approved for a lease. 8. Terms for reduction of future payments at early principal reductions. 9. Tax exempt status of lease. 10. Insurance requirements. Lender needs to be aware that funding will be utilized across two facilities. The main facility is located at 123 E. Main St., Neosho, MO. Funding will also be utilized at the Courthouse located at 101 S. Wood St., Neosho, MO. After evaluation of the responses, the County will select the firm or firms having the proposal which best meet the needs of the County, in the sole discretion of the County. This RFP is not intended to create a public bidding process, and the proposal with the lowest quoted fees will not necessarily be accepted, nor will any reason for the rejection of any proposal be indicated. The County reserves the right to reject any/or all responses, to modify the scope, and to communicate with one or more of the respondents. Responses shall be mailed, shipped or delivered in a manner to be received by the Newton County Commission no later than 10:00 am, Thursday, January 15, 2015, at which time The Commission will convene to open and read the bids. Any bid not received at the appointed time shall be disqualified. Newton County reserves the right to reject any and/or all bids.
